4th Quarter, 2000 - NFSS Board Meeting
The following are the results of the 4th Quarter Board Meeting.

Old Business. I have continued the tabling of the motion received last quarter concerning the list of birds NFSS recommends not banding in the nest. So far I only have one recommendation.

1. Motion. In an effort to get larger participation in the NFSS census, I propose the following:
* Place a form on the NFSS website for people to complete their NFSS census online. This could be set up so that an e-mail is automatically forward the completed form to Daniel via e-mail
* Devise a shortened census form for those unwilling to complete the full census. This form would simply list species kept and whether it is being breed or not. Offer an incentive of 2 free classified ads for those who complete the longer census.
* Post the census results on the NFSS website. This would greatly help enhance the exchange of bloodlines. In order to protect folks privacy, list the members by their NFSS membership number rather than their name. A mail to hot link could be included on the page so folks could contact Daniel to get contact information of a particular breeder. When Daniel receives an enquiry, he could confirm the inquirer is a NFSS member and then forward the request to the appropriate breeder.

New Business
2. Anna Sinclair has been nominated for the position of Region 5 Vice President.
2. Motion: to appoint Anna Sinclair to the position of Region 5 Vice President while waiting the voting results form the Nov/Dec Bulletin.

3. Motion: To establish a procedure for sponsoring Cooperative Breeding Programs with the U.S. Fish And Wildlife Service
1. The applicant would need to be an active NFSS member.
2. The applicant would have to belong to FINCHSAVE for the species requesting sponsorship for.
3. The applicant would apply for the sponsorship to import birds through a cooperative breeding program to the NFSS Board via the FINCHSAVE Director.
4. The FINCHSAVE Director with the assistance of the FINCHSAVE Committee would provide all administrative duties of the program.
5. After review and endorsement of the application for sponsorship, the FINCHSAVE Director would present the application to the NFSS Board for vote and approval.
6. Upon approval, the President and the Executive Secretary would prepare/edit the sponsorship letter.
7. The President would sign the letter and return it to the applicant for submission with the application package to U.S. F&WS.
8. For continued sponsorship of the program all applicants would have to remain NFSS & FINCHSAVE members in good standing.
9. Any expenses incurred as a results of inspections or reporting will be at the burden of the applicant.
